Role of NDMA in Tsunami Recovery
and Reconstruction
The National Disaster Management Authority is
closely monitoring the reconstruction process
currently in progress. The reconstruction work
is being carried out by numerous central and
state government organizations.
January 2006
- 13 January – The Hon’ble
Union Home Minister chaired a Review Meeting in
his Chamber on the progress of
the tsunami rehabilitation and recovery
efforts in the Andaman and Nicobar
Islands. The Hon’ble Union Home
Minister desired that the members of the NDMA
should familiarize and appraise themselves of
the progress of the rehabilitation and
reconstruction work in the Andaman and Nicobar
Islands. In view of this he also desired that
Hon’ble Vice Chairman, General Vij should lead
an Inter-Ministerial Team of Officers involved
with the rehabilitation and reconstruction
programme to Port Blair. This was also conveyed
by the Hon’ble Prime Minister to the Hon’ble
Vice Chairman, NDMA on 15 January 2006.
- 23rd January – A meeting of
the representatives of all the concerned
ministries/departments, Planning Commission and
Andaman and Nicobar Islands’ Resident
Commissioner was convened at the NDMA office.
Following the meeting the
Inter- Ministerial Team was formed for
the visit to the islands,
along with the Hon’ble
Vice Chairman and Hon’ble Member of the NDMA.
The objectives of this meeting were to discuss
the progress of the tsunami rehabilitation and
reconstruction programme in the islands and to
identify the constraints resulting in delays in
progress and work out the modalities for fast
tracking the pace of the rehabilitation and
reconstruction efforts.
- 27th January to 29th January –
An Inter-Ministerial Team led by
General N.C.Vij, Hon’ble Vice Chairman, NDMA,
along with Professor N.Vinod Chandra Menon,
Hon’ble Member, went to the Andaman and Nicobar
Islands to review the progress of the
rehabilitation and reconstruction efforts in
some of the tsunami affected areas and to
discuss issues with the island’s administration
and various stakeholder groups.
March 2006
- 17th March – A meeting was
convened with the Hon’ble Union Home Minister
for presentation of the findings of the
Inter-Ministerial visit to the Andaman and
Nicobar Islands.
May 2006
- 15th May – A meeting was
held with the Hon’ble Home
Minister on the progress of the reconstruction
efforts in the Andaman and Nicobar
islands.

National Work Shop on
Biological and Chemical Disasters
22nd -23rd
Feb., 2007
NDMA is mandate to bring out the guidelines
for Biological and Chemical Disasters. Based on
the guidelines the plans will be made by the
respective concerned ministry/departments of the
central government and state governments. The
plans of the central government will finally be
approved. The guidelines will give the details
of all that is required to be included in the
action plan for a comprehensive management of
these disasters. The guidelines will focus on
pre disaster preparedness, prevention, and
mitigation in addition to the response and post
disaster areas of recovery, rehabilitation and
reconstruction. To achieve this objective a
national workshop was organised in which the
experts resource persons from the concerned
ministries, scientific institutions, scientific
laboratories, academic and research
institutions, DG Health Services of the states,
Relief commissioners of the states and experts
from the NGOs and community participated in this
workshop. Two days brain storming sessions on
various aspects of disaster management for
biological and chemical disaster (Terrorism) was
addressed.
Consequent to the workshop, first meeting of
the core groups of Chemical (terrorism)
disasters and biological disasters were held on
23rd and 26th March, 2007 respectively.
