Sh. P. K. Tiwary Commandant, 8th Bn NDRF

Highly specialised Rescue and Response Force of 8th Battalion NDRF covers the National Capital Region, Uttarakhand, Western UP and Haryana regions. From 2009 to 2018, they steered more than 310 disaster response operations (from 2009-2018) rescuing 41,465 people. They have also contributed to making communities disaster-resilient through capacity building, training and awareness generation benefitting nearly 10 lakh people. The 8th Battalion NDRF has been awarded the 2019 Subhas Chandra Bose Aapda Prabandhan Puraskar.

Shri Kumar Munnan Singh, a retired IPS officer and ex-DG CISF has been a member of the NDMA from2005 to 2014. He laid the foundations of the National Disaster Response Force, envisioned a 3-tier disaster response mechanism for the country, and helped in raising State Disaster Response Forces. He has also propounded the idea of active participation by civil defence in all stages of disaster management. Shri KM Singh has been awarded the 2020 Subhas Chandra Bose Aapda Prabandhan Puraskar.

Shri S A Murugesan, Secretary Disaster Management, Uttarakhand

Established in 2000, Disaster Mitigation and Management Centre, Uttrakhand discharges the functions of State Disaster Management Authority too. The work done by DMMC is innovative and ranges from pre-disaster preparation and capacity building to post-disaster response and rehabilitation. DMMC ensures interaction with various scientific and academic institutions working in the field of disaster risk management for dissemination of emerging technologies amongst State Govt departments. The institute has been awarded 2020 Subhas Chandra Bose Aapda Prabandhan Puraskar.

Shri Rajendra Kumar Bhandari, Chairman, Indian National Academy of Engineering Forum on Disaster Mitigation laid the foundation of scientific studies on geo-hazards and landslides in India. He is credited with setting up India’s first laboratory on landslide studies at CSIR- CBRI and has contributed to the study on undrained loading triggered landslides and the first Landslide Hazard Atlas of India, published by BMTPC. He is being awarded the 2021 Subhas Chandra Bose Aapda Prabandhan Puraskar.

Sustainable Environment and Ecological Development Society (SEEDS) has been working for the past 28 years towards the goal of building the resilience of people exposed to disasters and climate change impacts. Through these years, SEEDS has responded to over 35 emergencies and impacted the lives of more than 30 lakh people across the country. Their work combines modern technology and local wisdom and strives for practical solutions while building community capcaties to enable disaster risk reduction. SEEDS is being awarded the 2021 Subhas Chandra Bose Aapda Prabandhan Puraskar.

 

Prof Vinod Kumar Sharma

Prof V K Sharma

Prof Vinod Kumar Sharma, senior professor at the Indian Institute of Public Administration and Vice-Chairman of Sikkim State Disaster Management Authority was the founder co-ordinator of the National Centre of Disaster Management, now known as the National Institute of Disaster Management. He has worked tirelessly towards bringing DRR to the forefront of the national agenda. His pioneering work in DRR in India gave him international recognition and he is a resource person to LBSNAA and all ATIs for disaster management. As Vice Chairman of Sikkim State Disaster Management Authority, he has made Sikkim a model state in implementing DRR, whilst initiating panchayat level preparedness plans linking climate change and DRR. Prof Vinod Kumar Sharma has been awarded 2022 Subhas Chandra Bose Aapda Prabandhan Puraskar for his path-breaking work.

 

Gujarat Institute of Disaster Management

Established in 2012, the Gujarat Institute of Disaster Management (GIDM) has been working to enhance the DRR capacity of Gujarat. Through a series of strategically designed capacity building programs, GIDM has trained more than 12,000 professionals on diverse issues concerning multi-hazard risk management and reduction during the pandemic. Some recent key initiatives include the development of a user-friendly Gujarat Fire Safety Compliance Portal, and development of a Mobile App Technology based Advanced COVID-19 Syndromic Surveillance (ACSyS) system to complement the COVID-19 surveillance efforts of Integrated Disease Surveillance Project. GIDM has been awarded 2022 Subhash Chandra Bose Aapda Prabandhan Puraskar for their commendable contribution.
